The Ministry of Education of La Pampa approved the Resolution No. 77/26 which prohibits and restricts the use of cell phones in La Pampa’s schools, among other digital devices. The regulations establish clear limits in order to protect mental health, improve learning and strengthen the bonds between people, in pursuit of school coexistence.

In the case of the Initial and Primary levels, the use of personal digital devices in educational establishments for students is prohibited. The regulations explain that at these levels children are in the process of socialization and cognitive development, which implies the evolution of different mental processes, skills and growth. Exposure to screens at these ages hinders, on the one hand, the acquisition of essential skills, such as language, memory, comprehension, symbolic thinking and sustained attention. On the other hand, it hinders the processes of social interaction, empathy and conflict resolution.

In relation to the Secondary level, the use of personal digital devices is restricted. They may be used exceptionally when the pedagogical proposal requires the use. The teacher must prepare a proposal that is included in the annual planning or in a specific teaching device on which the pedagogical use of personal digital devices is based. For their implementation, the plans must have the approval of the Management Team.

At this level, during class time, students and teachers are not allowed to use personal digital devices for recreational or personal purposes. They must remain switched off.

Official communication and family responsibility

The Ministry of Education maintained that in safeguarding the teaching task, official communication channels such as institutional telephone numbers and/or existing institutional emails or those created specifically for this purpose should be prioritized, which refer, for example, to the teacher, course or school year.

Families will assume the responsibility for the entry of students with personal digital devices, which must remain turned off. They are also the ones who must attend the institution in the event of a breach by the student in their charge.

The educational establishment will not be responsible for any damage, loss or deterioration of said devices, without prejudice to the institutional actions that correspond to non-compliance with these regulations, the authorities stated.
