During the meeting there was complete agreement that the “coordination of all provincial and municipal organizations and the Santa Rosa Cooperative was essential to address the primary emergency quickly and effectively.” Anyway they also agreed that full recovery of the damage generated would require more work time due to the magnitude and violence of the storm that hit the city.
Likewise, a detailed review of the completed tasks and ongoing actions was carried out, with the aim of optimizing resources and strengthening the coordination between the Province, municipality and intervening organizations, in line with the provincial government’s policy of prioritizing immediate assistance in emergency situations.
The ministers of Treasury and Finance participated in the meeting; as of Health; of Government and Municipal Affairs; of Social Development and Human Rights; Connectivity and Modernization; Security; and the Minister of Education; in addition to the Secretary of Environment and Climate Change and the Secretary of Water Resources; the undersecretary of Works and Public Services; the heads of the Provincial Water Administration (APA), the Provincial Highway Directorate and the Chief of Police of La Pampa.
Survey in educational establishments #
The Ministry of Education reported that as of this Friday at noon, 95% of the educational establishments in Santa Rosa were surveyed. The work allowed the authorities to identify eight schools with major damage, in which the Ministry of Works and Public Services will work on; 47 with minor repairs that will be attended to by the educational portfolio; 45 without problems; and six that continue in the evaluation process.
Simultaneously, Civil Defense and the DPV are actively working on the removal of fallen trees in different educational institutions, with the aim of guaranteeing safe conditions for the normal development of activities.
Interventions #
The Provincial Highway Directorate (DPV) reported that two crews were deployed to cut and load fallen trees: one worked at the Police School and another in Villa Parque’s plazas. In the police establishment, a loader, two trucks and chainsaws were used, while in the square a backhoe was used, with the support of Civil Defense and neighbors to remove plants and clear the sector. **DPV made technical personnel available to collaborate with the Ministry of Education in surveying the status of all schools and Nucleated Kindergartens (JIN) in Santa Rosa and Toay.
The Ministry of Public Works and Services and APA had their technical teams available to evaluate the affected school infrastructure, guaranteeing rapid intervention in cases that require it. The Provincial Energy Administration (APE) indicated that personnel were made available to the CPE, although in the end their assistance was not necessary because the service could be restored with the interconnected systems.
Assistance to affected families #
The Ministry of Social Development and Human Rights detailed that, in relation to the storm of February 18, until today, 20 cases linked to blasting and partial or total damage to roofs of homes, in addition to other material damage in different sectors of the city, were reported.
The survey and evaluation tasks are carried out by provincial technical teams, social workers and a Master of Works, who works in a coordinated manner in the territory to guarantee a rapid and adequate response according to the level of damage recorded, the APN said.
Coordination with Municipality and CPE #
The Ministry of Security and Justice reported that, after the storm, the Crisis Committee was immediately activated and permanent coordination was established with the Municipality of Santa Rosa to organize the operation in the territory. Preventive tours and reports to CeCom were arranged, while the Civil Defense crews began clearing fallen trees, with the support of Police Firefighters and the call of Volunteer Firefighters stations from nearby towns.
The tasks were organized prioritizing educational establishments and the highest risk sectors on public roads, in constant communication with 101 and the Municipality to avoid overlapping resources. They worked together with the CPE to free affected areas and facilitate the restoration of electrical service,reinforcing night tours in neighborhoods without supply.
Finally, the provincial Executive confirmed that the assistance and monitoring tasks will continue, with the commitment to restore the safety and habitability conditions of the families and affected public buildings in the shortest possible time.
